It is done this way on purpose so that all players have the same length of time in youths.
Previously it was done the other way and lends itself to players being more valuable early in the season as they get the longest time in yths and therefore come out as better players

It's a unique ruling supposed to promote fairness that is only found in FTP. A side benefit is that you need to be involved with managing your club throughout the season and cant just set your sides for the season and sit back.

and thats part of it, engaging people more so it isnt set and forget all season
