Transfer Suggestion: Division-Based Wage Limit Transfer Bussiness

I would like to suggest a **division-based wage limit for player transfers**, especially to help newly created teams and lower-income teams in the lower divisions.
The basic idea is that a team should only be able to **purchase a player whose current wage is within the wage limit assigned to its division**.
For example:
* **Division 4** → Players with wages below **5K**
* **Division 3** → Players with wages below **10K**
* **Division 2** → Players with wages below **15K**
* **Division 1** → Higher wage limit / no restriction
*(The exact wage limits can obviously be discussed and adjusted.)*
### Important: Wage increases after signing
The restriction would apply **only at the time of purchasing/signing the player**.
For example:
A Division 4 team purchases a player earning **4.5K**, which is within the Division 4 limit.
A few seasons later, that player's wage increases to **6K, 7K or even higher** because of training, age, form, or other factors.
That should be completely acceptable because **the player was originally purchased legally according to the division's wage limit**.
The player can therefore remain in the squad even if his wage later exceeds the division's current transfer limit.
### Why I think this could help
This could potentially:
* Help **newly created teams** compete without having to immediately compete financially with established teams.
* Reduce the ability of lower-division teams to buy highly developed/high-wage players simply because they have enough cash.
* Make promotion through the divisions feel more meaningful.
* Encourage managers to **develop players rather than simply buying expensive players**.
* Create a clearer financial progression from Division 4 → Division 3 → Division 2 → Division 1.
The key point is:
> **The wage restriction should apply when the player is purchased, not to players already in the squad.**
So if I legally buy a 4.5K wage player while in Division 4 and his wage later becomes 8K, I should not be forced to sell him simply because his wage has increased.
This would make the system more about **controlling who can be purchased at each division level**, rather than punishing managers for developing players they already own.
