They change every week, academy costs is based on the average cost of investment by all players in the game

Or teams with low academies go bot, all contributes to it

In previous seasons many managers would start the season with a high academy hoping to start the season with a star recruit and as the season progresses perhaps drop a level or 2(not much effect on training) to increase finances for end of season.
Now with the changes that may be different.

not now maybe, but for many clubs in the past it was a strategy that best suited quite a few... Start the season with a high academy level to hopefully scout a couple of decent recruits before lowering it back to good or excellent for the second half of the season and save some money to expand and use on the tfr market. You still get some "extra" training and an opportunity for a decent recruit while not busting the bank.
