best week to recruit a star player to train or sell

It used to be players recruited in the first weeks had the best prospects but thats changed now with the way they age. What week or weeks is the best time now if you want to recruit a prospective world cup player or a player to get the highest return?
Are the players recruited at the close of the season now the most valuable? Which weeks?

I'm guessing its those players recruited the same week number as the squads are selected for the world cup. Players recruited on tour weeks coinciding with the other tours would be good also but those recruited close to the end of the season would be the more valuable as they only train a few short weeks before a small wage adjustment that comes once a season.

Week 14, 0, & 1 would be the most valuable imo.

I haven't worked it out but unless a gun then some players are shafted being pulled certain weeks, after all there is a massive gap(youth wise) between the WC and the start of the first tour, and still the seniors tour first, still can't understand that!

Not to introduce complete carnage but should the non-elected managers get the first tour?

Would give newly elected managers an extra week to get into the swing of it.

the option is to overlap wc and elections by a couple of days
bidding may be a thing f the past eventually which would help the timing

only 1 extra week for yths, feels longer without an election

That's my point, it's six weeks in-between tours for the youths and as a season is fifteen weeks that's a big percentage.

This can mean some players miss out because they peak at the wrong time, and as it's the youths a week is far more important than compared to the seniors.
