When most people say upside down they mean it is 69
Flipping each number separately rather than as a whole

It depends on your version of upside down
Technically upside down is inverting the number in the 180 deg plane (bottom left to top left), that is the true upside down
Taking bottom left to top right is upside down and back to front

But in your own words that is rotating it, not making it upside down

Thats what I am saying bottom left becomes top left, flipping upside down
You are saying bottom left becomes top right, rotating upside down
