Going to train this guy to capable fielding and then work on bowling tech/bowling. With a lavish academy what level do we think he might reach when he leaves the youth squad and turns 21?
Is there any other way I should be training him?
As was said, good training plan with fielding first then bowling-tech training.
At 21, he would reach expert bowl with expert tech and accomplished fielding. If left fielding at capable, would be mid-expert/expert.

Just pulled this guy this week. I know his tech is low, so would you go pure bowler (fast) or try for an all-rounder and take advantage of the seam specialist trait?

Field to cap or reliable then bowl tech till you close the gap, I’d go pure bowler if you have time a power pop along the way to help being a fastie.

Will be hard to get him to a decent level in either but personally I’d take advantage of his fielding and keeping, I’d go bat tech until he gets to ord bat and tech and then maybe some fitness before going keeper/batsman.

With no intention at all to disregard Cyrus for his time/energy giving (solid) advise....
On cricfan`s question there is imo a simple answer;
FIRE that youngster and buy a talent on the market....can be picked up for 1-5K
I too often see managers hanging on to (youth)players who are absolutely useless

Would of been my advice as well, but the question was best route to take bowler or keeper.
If the question was what do I do with this guy, my answer would have been the same as yours

Personally I would take his fielding to cap, then Keeper/Batsman all the way to seniors
Skilled keeper is good to have, the opener talent will be good throughout youths and T20’s and just because he has that talent doesn’t mean you have to open with him, the fact his tech is ahead of his batting and keeping will come in handy as that trains slower than the other two.
But yes I would train as a keeper for sure.

Not a new player but new to training up senior players. I have this chap who just popped to WC on tech. He is WC/WC batting / tech now. Should I continue training primaries till he turns 25 and then switch to Strength or do it right away? Will it be sub optimal to train Strength now vis-a-vis training primaries beyond WC? I don't intend to sell in the near term - so not bothered as much about optics (the next pop), more about what is good for his development.

power trains best bet 23-27 so I would be pumping power now, his performances will be suffering for lack of power esp a gap that large
