Hi
Are you saying that you are wanting to train your U20 players so they eventually play in your senior team, and you want to know what level of fielding to get them too.=?
For seniors you'll probably want fielding to reach between Outstanding and Exceptional - different managers have different limits, but it should be around that sort of level.
In terms of youths, fielding trains fastest when players are young, so one option would be to train right up to the senior level when the player is still a youth. However that is problematic becuase it will leave no time to train the primary skill (i.e. batting, bowling or keeping) which also train fastest at youth.
So my answer is that you have to reach a compromise between the fielding and the primary skill. Personally I try to keep them close to level (so if the fielding goes to capable, then train the primary to capable, and then switch back to fielding). For a good youth player you should expect to get their fielding to around Expert level by the time they hit 21. You can then train the rest (up to Outstanding or whatever) once they are a senior.

If you have a bowler with NBB then best to have them bowl the first 4/5 overs from one end, to make use of the talent. Otherwise you should use F or FM bowlers for the opening overs of a match as they get a small bonus for using the new ball as well. I don't think Bouncer talent would trigger more during the opening overs then during another time.

Depending on experience of the two, I tend to think and I may be wrong, but also may be right, Crowie may confirm or deny, that all things being equal between the two I would use the one with accomplished if trying to get the best out of my team, as I believe although in game talents provide a boost, it’s not a full level, as I said Crowie may either confirm or deny, however if i was still in the early stages of development as you are I would use the one with reliable captaincy and the natural leader talent, provided I planned on keeping him, in every game I could to raise his level just like training batting or bowling as in a few seasons or so he would end up with outstanding captaincy to go with his natural talent there for making him a better prospect.
