For every nation not called Australia, every single youth pull is precious, so I too am dismayed when I receive a friendly comp invitation that asks that I pull a youth from X nation. Neither as a format for a competition nor as a boost for that nation's player pool is this particularly creative. Maybe try something like each team in the comp needs to change their FTP club badge to that if specified nation; must get tattoo of specified nation; or must make donation to animal welfare society within specified nation. I'd certainly consider entry into any such comp. But with these requiring that I pull a player other than West Indies, I must say I enjoy declining those invitations.

You raise a good point and you as an U20 assistant are in just the right place to make it better. The big purpose of these competitions is to increase community interest in the game, including national teams and their players. Perhaps too many times some sort of national pride gets into the competition organizer's mindset and they include conditions like recruiting for a particular nation or country rather than leaving the choice open. They are just doing what they think is needed. Its up to you as a part of your role to find a way to engage your community.
There are many alternatives available to base a competition around that can be open to anyone and i think more managers are taking on that approach already.
Rather than doing nothing and not trying anything different why don't you make use of your position and create something to interest a few managers.
Top run scorer in a tour, top wicket taker, fielder, biggest innings total... theres plenty. Or you could do a friendly match competition for the residents of WI. You don't have to include barriers such as recruiting for a certain nation or getting a tattoo. You seem to be a loyal WI supporter and i'm sure you aren't alone. Put your mind to it and you will see there are a few different ways to gather up support other than forcing recruits.
